Add unapproved tools to the AI register, not a ban list. That beats banning them, which just pushes the same behaviour further underground. The Retainer's first step is exactly this: inventory the AI tools and data flows already in the building, then write a data classification and an acceptable-use policy your engineers can actually follow.
